Commission approves curb ramp guidance; public raises trip hazards and flooding concerns at San Pablo/Castro corners

The Transportation Commission approved a consent calendar item adopting curb ramp design guidance (consent item 5.2). The guidance compiles Albany's accessibility preferences with relevant design requirements for curb ramps; staff said curb ramp design details will follow with final plans.

Public commenter Brian Martin submitted photos and asked the city to revise the guidance or return with a change that reflects a forthcoming field fix. He said raised curb elements installed as part of the San Pablo Avenue project created a tripping hazard at several corners, and that his wife had recently tripped over one such element. "The guidelines currently say that it's gonna be made more visible by textured surface that's a different color. And so in my neighborhood around San Pablo, ... that's clearly not enough," Martin said, urging that the guidance be amended to match the visibility treatment the city plans to install.

Martin also raised a separate concern about flooding at the southwest corner of Castro and San Pablo, where a broad ramp approach can fill with stormwater and make the sidewalk unusable during heavy rain. Staff noted San Pablo is a Caltrans facility and that some stormwater along portions of San Pablo flows as surface flow rather than through storm drain inlets; staff said they are beginning a watershed management planning process and will coordinate further investigation.

During discussion, commissioners asked that any significant changes to design guidance be brought back with public works staff present so technical trade-offs and required maintenance can be explained. Staff recommended not changing citywide guidance at the meeting without detailed input from public works and proposed returning with design refinements informed by the field fixes the city plans to install on the new curb elements.

The roll call for consent item 5.2 recorded unanimous approval (aye votes from Commissioners Baldwin, Barnes, Heilley, Kerr, Jovindahl, McCroskey, Zuba; Chair Barnes presiding). Staff said they will circulate the specific visibility treatment the city intends to install and will bring revised guidance back for further review if the installed solution differs from what is currently written.
