Planning commission approves second-story ADU, addition at 26706 Calle Salida

The Dana Point Planning Commission on Feb. 24 approved site development permit SDP24-0020 to allow a 946-square-foot second-story accessory dwelling unit and a 312-square-foot second-story addition to the primary residence at 26706 Calle Salida, voting 5-0.
Staff reported the property is in the Residential Single Family 7 (RSF-7) zone, outside the coastal zone, and is surrounded by single-family homes. Nelly Tran, project planner, told commissioners the existing single-story house was built in 1970 and is legally nonconforming for garage dimensions and the front-yard setback; the proposed work would add a second story ADU and a separate second-story addition to the primary dwelling.
Tran said the ADU required a site development permit because it exceeds several ADU standards: it is on a lot nonconforming for parking, located on the second story, and exceeds 850 square feet for a one-bedroom ADU. Tran recommended approval, saying the design conforms to RSF-7 height and setback standards, the ADU and deck meet required setbacks, and the overall building height does not exceed the 26-foot limit. "Therefore, staff recommends approval of site development permit SDP24-0020," Tran said.
Vice Chair Nelson and other commissioners voiced support. Vice Chair Nelson said he had "reviewed the plans, read the staff report" and found the site "suitable" and "compatible with the neighborhood," calling the project an appropriate upgrade to a 1970s house. Commissioner Bowen noted the project "should help with some of those RHNA numbers" discussed earlier in the meeting. There were no public speakers on the item.
A motion to approve SDP24-0020 was made and seconded; the commission voted 5-0 in favor.
The approved plans show the ADU with an open living area, kitchen, bathroom and a multi-use room accessed from a rear deck and exterior stairs, and a separate second-story addition that adds a bedroom to the primary dwelling. Staff reported the existing driveway length can accommodate two on-site parking stalls and that no additional parking is required for the ADU under current code. The project materials indicate exterior finishes of light gray stucco matching the existing home and show how the second story will visually integrate with the primary residence.
The commission included the approval per the findings and conditions in the draft resolution provided by staff. The planning commission did not add additional conditions beyond those drafted by staff.
