The Bellevue Planning Commission on Feb. 27 approved a replat and zoning change for two lots in Kennedy Town Centre to enable a proposed automobile dealership, and set the item to proceed to a City Council public hearing on April 1, 2025.
Staff described the request as a small subdivision and zone change tied to a neighboring plat. The change will create a BGH‑PCO parcel for the dealership (the PCO is a planned community overlay) while the adjacent lot will retain BG‑PCO zoning for an unrelated retail use. Staff reported one technical deficiency in the file related to landscaping that the applicant must correct before the item moves forward to city council.
The applicant, Harvey Parvizatamov, identified himself as the owner of the two lots and of the current Lux Automotive Group dealership. "I'm kinda excited to share my vision," Parvizatamov said, and told the commission he is "committed to invest up to, like, $5,000,000 to develop my project and then be part of the Bellevue community." Parvizatamov said the site will operate as a used‑car dealership "for the moment." He brought civil engineer Chris Perez and general contractor Nick Hoffman to answer technical questions.
Staff explained the site has a regional basin built with the original SID about 20 years ago, which affected how the plat and easements were drawn. Commissioners also asked whether a lot line adjustment was intended to align an entry road with an opposite roadway; staff confirmed the change and the basin influenced the plat configuration.
Commissioner Ackley moved to recommend approval based on compatibility with the surrounding neighborhood and conformance with the zoning ordinance and comprehensive plan, subject to correction of the technical deficiency. Commissioner Yoder seconded. The motion carried with all commissioners voting yes. The item will go to City Council for a public hearing on April 1, 2025.
