Bellevue Planning Commission approves preliminary plat and rezoning for Entertainment District to enable water park

The Bellevue Planning Commission on Feb. 27 approved a preliminary plat and rezoning that would create a five‑lot Bellevue Entertainment District and rezone city‑owned property from agricultural (AG) to mixed‑use (MU) to accommodate the city’s planned water park and related development.
Planning Department staff summarized the request and said the plat covers Lots 1 through 5 at the northwest corner of Highway 75 and Hidden Valley Drive. "We are requesting the rezoning go from AG to mixed use," the staff member said, adding the MU district allows a mix of office, retail, commercial, civic and residential uses but not industrial uses.
The nut of the request is to subdivide city property and establish a zoning category that permits entertainment‑oriented development. Staff said the city hired Olson to prepare a draft master plan showing a 15‑ to 20‑year vision for the site and that a final master plan would return to the commission and city council. A traffic study by FHU has been completed and city staff said it is coordinating with the Nebraska Department of Transportation and Sarpy County on access and related improvements, including traffic signals and turn lanes.
Commissioners noted the preliminary plat does not by itself vacate the existing South Tenth Street alignment. Staff told the commission that the street vacation will require a separate action and separate agreement with NDOT and other agencies. The staff member also said grading was scheduled to begin, weather permitting, in the coming weeks.
Diane Bruce, president of the Bellevue Chamber of Commerce, sent a late letter of support that was added to the record, staff said. Dave Godigan, Bellevue public works director, attended to answer engineering questions.
Commissioner Arnie moved to approve the preliminary plat and rezoning "based upon conformance with the zoning ordinance, subdivision regulations, and the comprehensive plan." Commissioner Sims seconded. The motion carried with all commissioners voting to approve. The matter is scheduled for a Bellevue City Council public hearing on March 18, 2025.
The commission’s approval covers the preliminary plat and initial rezoning only; staff said site plans, a mixed‑use agreement and final plat will return for subsequent review and approval as the project proceeds.
