XENIA, Ohio — City Council on Feb. 27 introduced an ordinance to rezone roughly 18.095 acres formerly known as Xenia Town Square to a Planned Unit Development (PUD) to facilitate mixed-use redevelopment under a master plan.
City Planner Brian Forscher told council that the PUD zoning would allow a customized set of development regulations and higher architectural standards than existing zoning, and would permit a townhome component not currently allowed in the B-2 Downtown District. Forscher said the developer and staff propose integrating the concept and final plan upfront so that subsequent phases that meet the PUD’s standards would proceed through an administrative review rather than repeated Planning and Zoning Commission hearings.
Forscher said Planning and Zoning Commission had conditionally approved the final plan pending council action on the zoning change. The proposed Xenia Market District includes approximately 18.095 acres and is intended to support a mixed-use redevelopment consistent with the master plan; Forscher said the PUD’s streamlined review and clearer design standards should speed a predictable build-out.
Councilman Crawford introduced Ordinance 2025-05 for rezoning; the item was presented for introduction and will return for final action at a later meeting.
