Xenia council approves contracts for five major 2025 road and water projects

XENIA, Ohio — The Xenia City Council on Feb. 27 approved contracts for five major 2025 infrastructure projects, awarding work on street resurfacing and water-main installation to four contractors and setting completion dates ranging from June to October 2025.
Council approved awards for the Schillen Road and Tyler Road rehabilitation, Country Club Drive resurfacing, East Church Street resurfacing, and the South Detroit Street water-main alignment. City staff told council that lower-than-expected bids and several grant awards left roughly half a million dollars in potential capacity to add neighborhood streets to the program this year.
City staff presented details for each contract during the meeting. Chief Stutes, representing city public works and engineering staff, said the Schillen and Tyler Roads project will include water-main replacement, storm-sewer work, and full roadway, curb, sidewalk and ADA ramp rehabilitation. John R. Jurgensen Company submitted the low bid for that work at $1,213,184.05; the company’s contract allows completion through Oct. 31, 2025. Stutes described the effort as “the most comprehensive street project that the city has undertaken in many years.”
On Country Club Drive, which received an OPWC (Ohio Public Works Commission) grant covering part of the cost, staff awarded the contract for the roadway portion to R.A. Miller Construction Company at $734,351.70. Staff said the water-main upsizing contract had been awarded previously and that the roadway rehabilitation contract completion date is set for June 15, 2025.
John R. Jurgensen Company also submitted the low bid for the East Church Street rehabilitation, at $605,845.40; that project also received OPWC grant funding and carries an Oct. 30, 2025 completion date. Chief Stutes said the East Church work includes some sidewalk replacement and drainage improvements in addition to the roadway.
The council also awarded the South Detroit Street Water Main Alignment Project to Fillmore Construction LLC for $976,659 (base bid plus alternates). That project will extend water main across the AIA campus and loop lines south to Innovation Drive to improve redundancy. Staff said $900,000 had been appropriated in the 2025 budget and recommended transferring up to $225,000 from a Fairgrounds Road water-main line item to cover the award and potential contingencies.
Mr. Berger, a member of city public service engineering staff, told council that bids came in substantially below engineer estimates and that the city could have “roughly a half a million” dollars available to add one or two neighborhood streets to the program. “We’ll be coming back … in a meeting or two to make an addition onto this particular contract,” Berger said, describing streets under consideration as neighborhood collector streets used to reach thoroughfares.
Council members asked about contractors’ capacity to handle added work and about the risk of unexpected conditions for projects that involve boring under U.S. 35; staff said contractors have experience with ODOT permits and large projects and that contingency funds could be used if unanticipated conditions arise.

The council gave staff direction to return with recommended additional streets for the resurfacing contracts if members wished to add work using available savings. Staff said any additional streets added after award would be brought back for council approval, either as change orders or by waiving bidding and awarding the supplemental work to the same low bidder when legally appropriate.
Council members and staff praised the bids and said they looked forward to maximizing the 2025 construction season to repair thoroughfares and neighborhood collectors.
