Attorney Kenneth Apple explained the intent: Michael and Nicole Cinto want Nicole’s widowed mother, Deborah Sabia, to live downstairs with a private kitchen but without creating a separate dwelling. The board discussed the risks that a second kitchen could operate as an independent unit and that a future owner might reconfigure the space. Commissioners requested confirmation from the building department about plan submissions and the status of prior denials; counsel said he would confer with the building commissioner to ensure administrative alignment.
The board did not vote and held the case for a future meeting after the building department and counsel reconcile whether any additional plan filings or administrative steps are required. The applicants said they intend the second kitchen to be temporary and subject to a condition that the mother-in-law resides there; they acknowledged that if the mother-in-law later leaves, the kitchen would be removed.
The board instructed staff to coordinate with the building department and return the matter for a vote once outstanding procedural questions and any relevant plan revisions are resolved.
