Certified personnel committee raises unpaid stipends, missing payroll codes and staffing-transfer concerns

Representatives of the Certified Personnel Policy Committee told the board Feb. 27 that several stipend payments authorized by the board have not been paid or are being paid at prior (lower) rates, and that a paid personal-leave sub-day code approved Oct. 24 as part of a wellness proposal is not reflected in payroll.
The committee representative said elementary stipends such as the chair for the school improvement plan were approved but not yet paid, and that some stipends appear on payroll at older amounts rather than the newly approved schedule. The committee said the matter has been raised at PPC meetings for months and urged a prompt administrative resolution.
The committee also reported the policy-review workstream is progressing and asked the board to consider reinstating teacher and student ex officio (nonvoting) members to the board. Committee members additionally urged the district to consider a one-time bonus or incentive for classified staff in response to the rising cost of living; a compensation subcommittee was suggested.
Superintendent Wright asked Human Resources and Finance staff to investigate outstanding stipend payments and any payroll coding delays. Board members requested a status update and confirmed the administration would follow up with the staff named in the meeting to resolve the payments and clarify implementation timing.
