Votes at a glance: Committee advances several K–12 measures on educator leave, safety screenings, fund caps and benefits

The Georgia House Committee on Education considered a range of bills on Oct. 27 and advanced multiple items with either due-pass recommendations or committee approval. The committee recorded voice votes for most measures; recorded tallies were not provided in the transcript for all items.

Items advanced or approved by the committee include:

- House Bill 175 (LC492064): DECAL cleanup bill adjusting background-check modality to align with federal requirements (FBI). Sponsor summary said DECAL conducts approximately 70,000 checks per year. Committee recorded a motion for due pass and advanced the bill.

- House Bill 12 (LC499002S): Lowers the threshold for equalization eligibility from 14 mills to 10 mills (does not change the underlying QBE formula or the local five-mill share). Sponsors said the change accounts for increased property values since the threshold was set; the committee approved a due-pass recommendation.

- House Bill 235 (LC492305S): Extends paid leave to certified K–12 employees for organ donation (e.g., kidney donors) in line with earlier state employee leave provisions; sponsors said the statute’s original language unintentionally excluded educators and the bill remedies that omission. The committee approved the bill.

- House Bill 37 (LC491994): Requires school systems that do not pay into Social Security to notify new employees of the retirement coverage status (so employees know whether Social Security taxes are withheld). The committee gave HB 37 a due-pass recommendation.

For several items the committee recorded simple voice votes without roll-call tallies. For bills where a formal roll call or hand count was recorded, that result is noted in the individual article (for example, HB133 was tabled by show-of-hands 8–6).

What’s next: Bills cleared by the committee will be placed on the committee rules calendar for floor consideration. Sponsors and staff indicated some measures will require follow-up guidance or technical drafting.
