The Salem High School Building Committee voted unanimously to confirm that the MSBA requirements for the Preliminary Design Program (PDP) have been completed under the committee's oversight and to move the project into the Preliminary Schematic Report (PSR) phase.
The committee recorded the motion after staff read proposed resolution language confirming the committee—s oversight and readiness to proceed. "By taking this vote, the committee confirms that the MSBA requirements for the preliminary design program have been completed under their oversight, and the committee is ready to move to the next step in the process, the preliminary schematic report," the staff member read aloud before the motion, which was moved and seconded and carried after an "aye" vote.
The confirmation vote does not select a preferred design option or approve a final cost. Committee members and project staff made repeated points during the meeting that the vote authorizes submission of the PDP materials to the MSBA for review; selection among the site and building schemes and any final cost or financing decisions remain for the next phase.
In discussion before the vote, project staff reviewed the PDP contents submitted for committee oversight: an introduction and educational program, an initial space summary, an evaluation of existing conditions, site development requirements, options analysis, and a substantial appendix of supporting reports such as geotechnical and environmental assessments. Staff emphasized that the PDP is preliminary and that the PSR phase will refine the options, reduce overall square footage where appropriate, and update estimates.
Committee members confirmed they had time to review the PDP package and asked for a financing briefing at the next meeting. City finance staff and the project team said they would prepare a preliminary financing approach for the March 20 meeting, including updated estimates and reimbursement assumptions.
The committee's action advances the Salem project through the MSBA process. The MSBA must still review the PDP submission; the next design and cost decisions, including the committee—s selection of a preferred schematic and the municipal financing plan, will take place in the PSR phase and later submissions.
