Staff updates trustees on TIF district progress, strategic planning and planned outreach

Agency staff provided trustees with a multi-part update on three tax-increment financing (TIF) district project plans, the authority's strategic-planning timeline, and plans to improve public-facing communications.
Karen and Mike described a recent city-council step to authorize convening local development act review committees for two districts (Southern Villa and Pearl District). Staff said the third district had been deferred by a property owner for additional refinement. The convening step triggers outreach to affected taxing jurisdictions and a multi-step statutory review process that includes meetings of the LDARC, planning commission and public hearings before city council; staff said they expect the process to take a few months and that two of the project plan authorizations were approved the night before by City Council.
Mike Dickerson and other staff told trustees the three TIFs together could support roughly 1,815 new housing units and approximately $285 million in total project investment across the districts, and staff reported that they will begin convening taxing jurisdictions and LDARCs in coming weeks.
The board also reviewed staff work on a new strategic plan and several draft visual frameworks — including pyramid, octopus and tree metaphors — intended to show how housing, small business and job attraction activities interrelate. Trustees discussed committee roles and requested a clearer public-facing graphic that emphasizes community outcomes. Staff said they plan to pursue deeper forecasting work in Q2 and produce a three-year strategic plan this calendar year.
Trustees asked for a regular update cadence for TIF activity and requested that staff include property owners and neighborhood stakeholders in early outreach; staff also said the city maintains a public TIF web page and that project materials will be posted there during the review process.
