Brownsburg council approves annexation, fiscal plan, fire truck purchase, property transfer and salary ordinance

The Town of Brownsburg Town Council voted unanimously Feb. 27 to approve a voluntary annexation ordinance and its accompanying fiscal plan, authorize purchase and financing for a new ladder fire truck, transfer certain town-owned property for a county road-widening project, and adopt a 2025 salary ordinance that corrects the name of the fire oversight body and adjusts longevity pay for civilian employees.
The measures were approved by voice vote with all five council members recorded in attendance. No members of the public commented during the public hearing on the annexation.
The annexation: The council took first and second reading and held a public hearing on Ordinance 2025-04, described by counsel as a petition for voluntary annexation tied to a main utility connection. Rob Scott, attorney representing the petitioner, explained the standard procedural steps; the public hearing drew no speakers and the ordinance passed on a second-reading vote. The council also approved Resolution 2025-06, the fiscal plan that accompanies the annexation.
Fire truck purchase: Chief Larry Alcorn sought and received council authorization via Resolution 2025-07 to acquire a ladder truck to replace an existing apparatus. Alcorn said the department is planning years in advance for apparatus purchases and that the town will not finance the entire purchase price. The purchase plan calls for a cash down payment, proceeds from selling an existing ladder truck, and a likely six-year note paid from equipment replacement funds; he said no new tax or bond is required for the financing. The town’s two township partners have passed their resolutions to participate in the interlocal financing agreement, Alcorn said.
Property transfer and right-of-way: By Resolution 2025-08 the council approved transferring jointly held property located near 1000 North to the provider unit as required under the interlocal agreement and authorizing sale of a 50-foot right-of-way to Hendricks County for the planned road widening. Chief Alcorn described the transaction as necessary to accommodate county work on 1000 North and said the transfer follows the interlocal agreement’s titling requirements.
Salary ordinance: The council adopted Ordinance 2025-05 on first, second and third reading and final adoption amending Ordinance 2024-17 to correct the name “fire safety board” to “fire merit commission” so members can be paid, and to standardize longevity pay for civilian employees across town departments. Council members said the longevity change brings parity for civilian staff and does not alter sworn officer pay scales.
