Public comments highlight Beach site work and Habitat/HavaJacks partnership; SHIP multi-family use under review

During the public-comment portion of the Feb. 20 meeting, a resident asked for an update on the Beach site near 14th Street. Staff said the county is working with a third-party consultant and has expanded the scope of options, including coordination with the school district and the city because the site lies inside municipal boundaries. Staff cautioned earlier proposals had been rejected and emphasized a tactful approach to avoid adverse impacts.
Committee members also reported progress with local housing providers. Members said Affordable Housing First Corporation (referred to in the meeting as Affordable Housing First Corporation) is pursuing a tiny-home project on Pages Dairy Road and that the committee had two multi-family projects applying for SHIP (State Housing Initiatives Partnership) funding; staff said the SHIP application/delivery process is new for some of the projects and the county is working with the state on application completeness.
Members noted Habitat for Humanity’s joint effort with HavaJacks (a Jacksonville-based partner described by staff) would expand capacity countywide and increase the number of homes the organization can build; staff said Habitat/HavaJacks had four homes in 2024 and was aiming for five in 2025, pending SHIP application outcomes and other approvals.
No formal county approvals were announced during public comment; staff described project status updates and said the county would continue to coordinate with municipal partners, applicants and the state on funding and development review.
