Reed (reappointment), Erica Jenkins (note: promoted to VP General Counsel per her statement), and Kayon Williams — were presented for the Human Rights Commission (multiple nominees were reappointments). The committee chair called for questions, received brief remarks of support, and then voted to move each set of nominations favorably to the full council.

Papadopoulos told the committee he had “created, led, [and] implemented high quality ethics program[s]” in prior roles and said “ethics in government is not merely about following the rules, but about fostering a culture of integrity that serves our community.” Council Member Olson offered public praise for Papadopoulos’s work in Berwyn Heights. - Cannabis Reinvestment and Restoration Board: The acting county executive submitted Deborah K. Mims, of Fort Washington, a U.S. Air Force veteran and federal public servant at U.S. Customs and Border Protection. Mims described personal experience with family members harmed by addiction and told the committee she would support initiatives “that address the root causes of addiction, improve mental health services, enhance job programs, and provide housing assistance.” Council member Mariano commented that the board and the reinvestment fund were created to direct resources to communities disproportionately impacted by past cannabis enforcement. The committee moved the nomination favorably; roll call recorded as Chair Watson — Aye; Council member Donoga — Aye; Council member Oriada — Aye (3–0).
- Human Rights Commission: The acting county executive presented eight nominees and one withdrawal (Isaac Estenay). Nominees who spoke described backgrounds in criminal justice, mental-health services, business, legal practice and civil-rights advocacy. Joseph S. Reed was presented for reappointment and noted his prior service as chair of the commission and work in fair-housing and community reinvestment. After brief remarks from each nominee, the committee moved the slate favorably to the full council by voice/roll call; vote recorded 3–0.
