Representative Frank Norris presented House File 1006 (HF1006) to the House Taxes Committee as a voluntary tool allowing local taxing jurisdictions to abate property taxes on parcels held temporarily by qualified land banks. Proponents said the option would make it easier for land banks to hold and prepare properties for sale to mission‑oriented owners who will develop affordable housing or main‑street businesses.
"This voluntary tax abatement tool will allow cities and counties who choose to opt in, access more of the land bank services and put underutilized properties on the path to higher and better use," Eddie Landenberger, vice president and program director at Land Bank Twin Cities, told the committee.
Witnesses and the bill sponsor emphasized the optional nature of the abatement: local jurisdictions would decide whether to use the tool and could consider local fiscal tradeoffs before opting in. Representative Norris noted the provision would be limited to charitable organizations and associated entities—land banks are structured as 501(c)(3) nonprofits in the bill's implementation discussion.
The committee did not take a final vote but voted to lay the bill over for possible inclusion in the omnibus tax bill; proponents said the measure had broad bipartisan support in prior sessions and could reduce carrying costs for land banks working to advance affordable housing and community redevelopment.
