Committee hears bill to extend KCC transmission-line permit deadline from 120 to 180 days

Nick Myers, a staff member who presented the bill, told the committee the change mirrors Senate Bill 92 and concerns transmission-line siting permits issued by the KCC. "The KCC, pursuant to state statute, is required to issue a transmission line siting permit for transmission lines that are 5 miles or more in length and 230 kV or above. And the current statute gives the KCC a hundred and 20 days to issue a permit once an application is submitted," Myers said.
The bill would lengthen that statutory review period to 180 days. Myers said the House measure is the same as the earlier Senate bill and offered to take questions; the committee recorded no oral proponents and no opponents. Committee staff noted there is written proponent testimony from Justin Grady (deputy director), Jackie Caragiola, Claudia (last name not specified), and Joe Astra, which was entered into the record.
No formal motion or vote on HB 2040 was recorded during the hearing; the committee chair closed the hearing on the bill after the presentation. A fiscal note for HB 2040 was included in committee materials.
The committee moved on after closing the HB 2040 hearing to the next agenda item.
