Escondido council approves friendship-city MOUs with three Mexican municipalities, authorizes up to $25,000

Escondido City Council voted unanimously to approve memoranda of understanding to establish friendship-city relationships with three municipalities in Mexico and authorized up to $25,000 to cover incidental costs associated with the program.

The item before the council sought approval of three proposed friendship-city MOUs and a request for $25,000 “to be able to move this forward,” according to Councilmember Joe Garcia, who presented the proposal and letters from the municipalities expressing interest. Mayor White moved to approve the item and Councilmember Fitzgerald seconded the motion. The council’s final vote on the motion was 5-0.

The vote came after more than an hour of public comment and council discussion. Supporters — including students, teachers and community cultural leaders who traveled to Oaxaca on recent exchange trips — described the visits as culturally and educationally valuable. Julieta Lopez Rosales, who said she took part in a dance tour to one of the proposed municipalities, told the council, “This journey was honestly more than just a performance,” and urged approval so students can continue similar opportunities. Oscar Caralampio, identified as a teacher and Escondido neighbor, said the trip “was completely safe” and described leadership and learning opportunities for local youth who participated.
