UN and Congolese government launch $2.5 billion 2025 humanitarian response plan for DRC

Separately, the UN and the Congolese government jointly launched the 2025 humanitarian response plan, which seeks $2,500,000,000 to provide lifesaving assistance and protection to more than 11,000,000 men, women and children, including approximately 7,800,000 internally displaced people, the briefing said.
The briefing cited escalating violence in the east as a primary driver of acute needs and said thatResolution 2773 was raised in discussions with national authorities to underscore the importance of respecting the DRC's territorial integrity and halting offensive operations by the M23 armed group.
UN officials noted that humanitarian partners mobilized $1.3 billion last year and assisted more than 7,000,000 people, and they urged donors to sustain and increase funding to meet needs in 2025. The humanitarian coordinator in country, Bruno Lemarquis (as named in the briefing), described warning signals as "flashing red," the spokesperson said.
No new troop authorizations or changes to mandates were announced at the briefing; the focus was on fundraising, access and protection for civilians amid continuing hostilities in the east.
