The council approved appropriating $36,253 of estimated PLHA revenue and directed staff to pursue participation. Vote: 4–1 (Mayor Pro Tem Seaman voted no).
Clark Building use policy and fees — Council approved a new Clark Building use policy and a schedule of reservation rates, with direction to staff about amplified sound hours and rates for local nonprofits. Vote: unanimous.
Construction contracts — Council awarded several construction contracts recommended by staff: the annual street improvements and Lot A resurfacing (CIP 105) and the South Park slope irrigation/landscape improvements (CIP 603). Vote(s): unanimous.
Kelly Courts (pickleball/tennis) — Council rejected the low bids and directed staff to return the project to Parks & Recreation for additional review after public concern about noise, neighborhood impacts and process. Vote to reject all bids and send back: carried 3–1–1 (Councilmember DeToy voted no; Councilmember Keegan abstained).
Camping/public-space code — Council introduced an ordinance to prohibit camping in designated public places and, after discussion, directed changes that add misdemeanor authority as an enforcement option and asked the city attorney to develop a diversion pathway. The ordinance will return for second reading. Vote on adding the misdemeanor enforcement option: carried.
Planning Commission appointment — The council appointed Greg McNally to the Planning Commission after multiple rounds of voting.
Other items — The council also received the Economic Development Strategy progress report and approved routine agenda items including consent calendar items.
