The Fresno City Council on Feb. 27 voted 5-0 to approve annexation application P22-03846, bringing roughly 20 acres on the north and south sides of West Ashlan Avenue (between North Polk and North Hayes avenues) into Fresno city limits and rezoning the parcels from county to city designations.
Israel Veil of the Planning and Development Department told the council that staff recommended the annexation and environmental assessment, subject to two conditions: the applicant must enter into Community Facilities District 18 (CFD 18) to offset police and fire costs associated with annexation, and the applicant must pay all fire transition fees tied to the application.
No members of the public spoke during the public-comment period for the item, and council members asked clarifying questions. Council Member Nick Richardson asked about a small acreage discrepancy: the staff clarified that the difference (about 0.93 acres) represented street right-of-way and was included as part of the pre-zone application.
Council Member Annalise Perea moved to approve the annexation; Council Member Nick Richardson seconded. The motion passed 5-0.
Staff said the annexation and rezoning are intended to accommodate future residential development and to place the properties under city planning, police and fire service regimes.
