The Development Planning Commission on an unspecified March hearing postponed consideration of the Red Mile Mixed-Use Development plan for two weeks to March 13.
Commissioners and the applicant discussed a newly flagged condition that would limit commercial square footage at the Red Mile site to 40% of the project until a mixed-use building is constructed. Matt Carter of Vision Engineering, representing the applicant, confirmed the 40% threshold arose from a zoning/article 28 interpretation and that staff had prepared a note to add to the plan to show the permitted square footage until the mixed-use building is constructed. Carter said the team has been addressing tree mitigation required for a proposed hotel and had proposed planting 32 replacement trees as part of their mitigation plan.
Commissioner Jonathan Davis asked whether the development plan could be approved while the mixed-use building remained to be delivered; staff said the plan could move forward with a note denoting the restricted permitted square footage until the mixed-use component is built. Commissioners pressed about parking and the development’s history: one commissioner noted the plan had been postponed several times (the transcript references six or seven postponements) and asked why issues persist at this stage. Commissioners also requested staff review prior small-area work and earlier parking-garage concepts for the larger Red Mile area to ensure consistency with earlier planning efforts.
After discussion, Commissioner Owens moved to postpone PLN MJDP 24-56 (Red Mile Mixed Use Development) for two weeks to March 13; the motion was seconded and passed unanimously.
The commission directed that, at the March 13 hearing, the applicant and staff should clarify the 40% commercial threshold, provide the tree mitigation plan and address parking and consistency with previous small-area planning for the broader Red Mile site. No final development approvals or conditions (other than the deferral) were adopted at the meeting.
