The City Plan Commission approved the Holstein Estates major combination plat, allowing an approximately 4.96-acre commercial subdivision to proceed and granting a one-foot sidewalk waiver along Zaragoza Road.
Planning staff presented the Holstein Estates application and told commissioners the development would be subdivided into a single commercial lot with access from Zaragoza Road and drainage handled by on-site ponding. The staff report recommended approval and noted the applicant requested an exception to waive construction of one foot of sidewalk to match existing conditions; staff said the request met the exception criteria in El Paso City Code Title 19.
Commissioners asked clarifying questions about right-of-way vacation and access; staff clarified the existing dedicated—but unimproved—road would be vacated through a separate instrument and the lot would have direct frontage and access to Zaragoza Road following the vacation. The applicant’s representative confirmed concurrence with staff comments.
Following a motion and second, the commission approved the major combination with the requested exceptions. The motion passed without recorded opposition during the Feb. 27 meeting. Staff will include the rezoning and vacation instruments as necessary during permitting review.
