Planning commission continues multi-item development review to March 26 at applicant’s request

The Upland Planning Commission voted Feb. 26 to continue consideration of a multi-part development application to its March 26 meeting at the request of the applicant, who asked for more time to review conditions of approval and meet with city departments.
Staff reported the applicant submitted a formal letter on Feb. 25 requesting the continuance to allow additional time to review standard conditions—particularly off-site improvements, security/video-camera requirements and building safety conditions—and to consult with city police and building staff. The items continued include tentative parcel map TPM 20819, development plan review case 240005, conditional use permits 24-0009 and 24-0010, and Environmental Assessment 24-002.
Planning staff said the applicant appears to be a property manager rather than a professional developer and wanted to coordinate with city departments before proceeding. Commissioners asked whether the traffic and parking analyses had considered alternative site uses; staff said the parking study included observational data and a scenario analysis that evaluated the site under different tenant intensities (including a hypothetical supermarket) and that the traffic analysis followed CEQA requirements using existing, opening-year and cumulative conditions. The commission approved the continuance by a 7–0 vote.
The continuance defers any decision on the entitlements; the applicant will return with revised materials or clarifications to be heard by the commission on March 26.
