City staff: Sycamore Park pool project seeing design delays; pool plumbing is major budget challenge

Staff reported 50% design submittals for the Sycamore Park rehabilitation project but said the upper pool's shared filtration system and replumbing costs create a budget pressure that could push the bid schedule from April to June.
City staff and the project engineer presented an update on the Sycamore Park beautification, rehabilitation and mobility project during the Feb. 25 meeting, reporting the 50% design submittals have been received but the project is roughly two months behind schedule.
Staff said an unanticipated condition — the top (wading) pool and main pool share a filtration system — made separating, replumbing or maintaining the top pool costly. The consultant and city engineers are exploring alternatives including eliminating the separate top pool and creating a shallow play area within the main pool while preserving competition lanes, or other geometric changes (L-shaped shallow end) that maintain lap lanes but add a shallow area for young children. All options carry added expense.
The city expected to advertise for bids in April but said the bid timeline may slip to June unless design time is recovered in the next submittal phases. Staff said some previously budgeted local funds remain available and that additional grant and county funds are part of the overall financing package; if the pool scope must be reduced to remain within budget staff will return to the council with recommended scope changes.
Staff said pools and pickleball courts are top priorities and that Willdan (the contracted engineering firm) had pledged to accelerate resources to recover schedule time. City staff and the engineer will report design revisions and any scope/budget changes to the council before advertising for construction bids.
