Planning commission approves two‑year extension for Garden Grove senior housing project

The Yuba City Planning Commission approved a two‑year extension for Development Plan 22‑06, Garden Grove Apartments, to extend the project expiration to March 22, 2027, the commission heard.

The extension covers a 51,878‑square‑foot, three‑story, 50‑unit rent‑restricted senior housing development proposed on Garden Highway in the Richland neighborhood. The project as approved earlier includes a community center, landscaped areas, a pet area, a community garden and 56 on‑site parking spaces.

Staff member Andrew Darryl presented the item and told commissioners the applicant requested more time “to secure affordable housing funding in the current competitive climate.” Darryl said no other project conditions have changed since the planning commission approved the development plan on March 22, 2023, and that staff recommends approval of a two‑year extension under City Municipal Code section 8‑5.7106.

The commission voted to grant the extension. The prior environmental determination — a categorical exemption under the California Environmental Quality Act (CEQA) Guidelines Section 15332 — remains in the record from the commission’s March 22, 2023 action.

Gus, identified in the meeting as the project applicant’s representative from the Housing Authority, attended to answer questions but commissioners had none. Commissioners approved the extension largely on the basis that the applicant needs additional time to finalize funding; no changes to project conditions were reported.

The approval preserves the project’s original conditions and the project team must continue to comply with those conditions and any further city review tied to permits or building permits as funding is secured.
