State rep proposes Medicaid oversight board to mirror pension panel
Summary
A bill to create a bipartisan oversight board for Kentucky Medicaid cleared the House State Government Committee unanimously, its sponsor saying the board would bring executive, legislative and stakeholder voices together to better manage the program that covers about 1.4 million Kentuckians.
Representative Adam Bowling introduced House Bill 9 to the Committee on State Government, saying the bill would create an oversight board to provide structured, bipartisan review of Medicaid policy and spending.
Bowling said Kentucky has about 1,400,000 members on Medicaid and K-CHIP and that Medicaid is the state’s second-largest budget item. "We modeled this piece of legislation out after the public pension oversight board," he told the committee, adding the panel would let the executive branch, the legislature and stakeholders "sit at the same table" to vet issues collectively.
The bill would establish a board with legislative representation, which Bowling said follows current legislative composition and could be updated later by statute. Committee members debated the composition briefly: Representative Layman asked why four legislative majority members and one minority member were specified; Bowling responded that the language reflects current representation and can be amended in statute if needed. Representative Donworth asked whether party breakdowns should be written to allow future changes now; Bowling replied the approach matches standard current board language and that boards are typically updated through statute when needed.
Several members expressed support for adopting the pension-oversight model for Medicaid. Representative Kipton, who serves on the public pension oversight board, said, "I think it has made a difference in our public pension systems in Kentucky," and voiced support for the Medicaid board idea. Representative Johnson also voiced support, saying an oversight board can shift the state from reactive to proactive policy work.
The committee voted 19-0 to report House Bill 9 favorably with an "express" recommendation to the full House.
The sponsor told members the bill had similar predecessors (House Bill 316 in the prior year) that received broad support in committee and on the House floor. No statutory citations or specific implementation dates were provided during committee debate.
The committee’s action advances the bill to the full House; committee discussion centered on board composition and whether statutory language should be made more flexible now or adjusted later if needed.
