City planning staff briefed the South Salt Lake City Council on entitlement timing for the Market Center project and proposed standard right-of-way profiles for Haven Avenue and Central Point Place.
Spencer, a city planner, said the planning department is at the beginning of the public process for the Market Center and that one near-term action is adoption of a standard right-of-way (ROW) profile for Haven Avenue between State Street and Main Street. The city will require a portion of the developer’s property to be dedicated so the city can obtain the correct roadway width moving forward.
Spencer outlined two design options for Central Point Place, which is owned by the Utah Transit Authority (UTA) and where the S-Line and Parleys Trail pass through downtown. Under one configuration with a single S-Line track, the proposal removes the eastbound travel lane on Central Point Place and creates a larger pedestrian area south of the tracks while retaining east-west vehicle movement nearer State Street. A second option assumes a double-track S-Line; that configuration would reduce Central Point Place to a single westbound travel lane with a contraflow eastbound bike lane. The contraflow lane would allow the Parleys Trail to continue through the corridor.
Spencer said UTA must amend its license agreement for Central Point Place because the existing agreement contains design standards that do not match the city engineer’s objectives. Planning staff will take the matter to the planning commission next week for a recommendation and then return the item to council the following week for consideration.
Council Chair Charlotte asked whether barriers would be used where travel lanes are removed; Spencer said barriers and reserved access for fire apparatus would be provided and that some on-street parking on Central Point Place would be retained on the northeast corner as part of the developer’s platted lot.
No formal action or votes took place at the work meeting; planning staff will advance the proposal through the planning commission process.
