Planning staff proposes near-term work sessions to begin annual comprehensive-plan review

Planning staff told the Leavenworth County Planning Commission that state or local requirements call for an annual review of the county comprehensive plan and recommended beginning the process with a short study session to identify three priority goals for the coming year.

Planning staff (identified in the meeting as Lisonbee) said staff would present suggested priorities and asked the commission whether it preferred a work session at the next meeting or a later date. Staff recommended completing the work in the first quarter and focusing the annual review on a small number of goals rather than a wholesale rewrite, which is typically reserved for a 5–10 year comprehensive update.

Commissioners identified the County Road 1 corridor on the future land-use map as an item needing clearer guidance. One commissioner said recent cases had fallen inside that corridor and that the commission lacked clarity on the corridor’s intended purpose. Planning staff replied that clarifying County Road 1 should be addressed in a joint work session with the Board of County Commissioners and that staff would place the item on the agenda for a joint discussion early in the first quarter, subject to workload.

Planning staff said the annual review would aim to assess progress over the past 12 months and identify a small number of goals (typically three) to guide the next 12 months; staff emphasized the review was not intended to remake the plan’s land-use categories. The commission agreed to hold a work session; staff said it would return with a concise presentation and recommended timing.
