Planning commission approves three preliminary plats in unanimous votes

The Kenai Planning and Zoning Commission recommended approval of three preliminary plats — Valhalla Heights replat, Inlet Woods replat and Holland Spur Highway subdivision — each approved by unanimous consent or without objection.
The Kenai Planning and Zoning Commission on Feb. 26 recommended approval of three preliminary plats: Valhalla Heights replat (PZ2025-09), Inlet Woods replat (PZ2025-11) and Holland Spur Highway Subdivision (PZ2025-12).
Staff reported that the Valhalla Heights application would merge Lots 9 and 10 in Block 5A to create a single lot of approximately 30,840 square feet (about 0.708 acres); the merge is intended to allow reconstruction of a single-family dwelling and to meet water and wastewater separation requirements. Staff recommended approval.
The Inlet Woods replat would merge Lots 1 and 2 in Block 10 to create a 0.3863-acre lot at 1406 and 1408 Hadley Drive; staff said this is consistent with surrounding land use and recommended approval.
The Holland Spur Highway subdivision preliminary plat would split an existing tract into two commercial parcels of about 2.548 and 2.734 acres. Staff noted city water and wastewater are not available at the site and property owners must install private wells and septic systems that meet Alaska Department of Environmental Conservation requirements; access will be directly to Kenai Spur Highway and applicants would coordinate with the Alaska Department of Transportation for driveway access. Staff recommended the plat meet Kenai Municipal Code subdivision and development standards.
All three preliminary plats were approved by the commission without objection and will be forwarded to the borough (and then city council as applicable) for further action.
