The Kenai Planning and Zoning Commission on Feb. 26 recommended rezoning two parcels at 202 North Forest Drive and 1408 Second Avenue from suburban residential to general commercial and approved a conditional-use permit to allow retail uses, a café and a law office to operate in existing buildings at 202 North Forest while the City Council considers the rezoning.
Staff told the commission the applicant intends to operate a law office, coffee shop and commercial greenhouse at the corner parcel, and to use the adjoining parcel for snow storage. Planning staff recommended approval, noting similar commercial uses already exist along North Forest Drive and that the historic use of the corner site included a greenhouse, gift shop and coffee shop.
Planning staff said North Forest Drive is a major collector with higher traffic and that surrounding properties include general commercial and institutional uses. The staff report said the proposed commercial uses are consistent with surrounding land use and would not unduly burden nearby residential areas. The commission approved both the rezoning recommendation and the conditional-use permit by unanimous consent; both recommendations will be forwarded to City Council for final action.
The applicant — identified in the record as the property owner/applicant — told the commission the plan is to move a law office into the main house, relocate a café to a small accessory building and continue greenhouse operations seasonally. A neighbor, Robert Peterson of 214 North Forest Drive, told the commission he has lived adjacent to the property for 24 years and offered his support for the applications.
Planning staff clarified that if City Council adopts the rezoning, the conditional-use permit would be unnecessary and would automatically expire. Staff also said the city will only charge a single fee for the combined rezoning and conditional-use permit public hearing held concurrently.
The commission’s recommendation now goes to the City Council; staff said the earliest council action could occur March 19, 2025, after introduction and a separate public hearing at council.
