Consultant previews three‑session strategic plan "tune‑up," emphasizes strategies and board development

Agnew Beck Consulting gave the Truckee Tahoe Airport District board an overview of an upcoming strategic plan “tune‑up,” describing three facilitated four‑hour sessions intended to update strategies and action plans while leaving vision, purpose and core values intact.

Shauna Doherty, a senior manager with Agnew Beck, told directors the firm — a woman‑owned consulting business with offices in Anchorage, Truckee and Boise — has worked with the district previously and plans to focus on strategy and actionable items rather than rewriting foundational statements such as vision and values. “We're really going to be focused on strategies and actions and looking at what's been done, what is sort of paused, what do we want to sunset?” Doherty said.

Doherty described the process as including board development, leadership development and work that will feed into next fall’s budget conversations. She said the firm conducted one‑on‑one interviews with directors during the engagement kickoff and will refine session agendas based on that feedback. The firm requested that board members share StrengthsFinder codes so the facilitator can aggregate individual talents into a team profile.

Doherty said the project will be staged with check‑ins after each of the three sessions to confirm the board wants to continue the work as scoped. She also noted the consultant team will prepare materials to link the strategic sessions with forthcoming budget planning.

Directors asked procedural questions about how to submit additional items and staff indicated logistics will be coordinated with the consultant. The board did not vote on the contract during this meeting; the presentation served as a preview and planning discussion ahead of the March 10 session.
