Council tables Crutchfield TIF amendment after residents and a developer say documents conflict with neighborhood plan

"I would respectfully ask the counselors to table it until I've had time to review it," Stuart McDaniel, who said he owns property in the Crutchfield area, told the council. McDaniel said the project's budget decreased from previous expectations, that a planned $8,000,000 development he is responsible for is represented differently in the materials, and that $1,200,000 of the city's Affordable Housing Trust Fund money had been excluded from development area A.
Several residents also addressed the council. James Alexander Jr. raised concerns about North Tulsa's federal entitlement designation and the timing of development relative to that federal program. Bernice Alexander described continuing water-system problems in North Tulsa and cited a recent U.S. Department of Health and Human Services grant of $818,000 to help people pay water bills; she said more than 2,300 people had been threatened with water disconnection and that lead notices had been received by residents.
City staff and Councilors discussed a short delay to allow staff and stakeholders to correct project materials. A staff member said the changes to the Crutchfield TIF could be made quickly and suggested the item be resubmitted for the next vote. Council members agreed to table the item to allow time for documentation fixes; the chair set the new date as March 12 at 5:00 p.m.
Motion and vote: A motion to withdraw item 4d from the agenda and table it until March 12 carried on a roll-call vote with all present councilors voting yes.
Why it matters: Crutchfield is in the North Tulsa area; residents and property owners argued the project plan as drafted failed to reflect prior neighborhood planning, excluded anticipated affordable housing trust funding for a named development, and lacked sufficient documentation for property owners to review before a vote.
