The New Rochelle Corporation for Local Development voted unanimously Feb. 26 to extend the West Hav First Source Referral Center contract for 60 days while staff works with the provider to refine reporting and outcome metrics.
Staff told the board the center has been operating under an agreement that expires in March and proposed a short extension — described as a tolling period — to allow the city and West Hav to develop additional performance reporting. Board members said they value the provider’s work but want better data to measure job placements, training outcomes and longitudinal retention.
During the discussion a board member cited a developer report that referenced 6 hires out of 41 candidate referrals; staff and board members said the developer’s number appeared to conflate outcomes from a separate training program, New Rochelle Forward, with placements from the First Source Referral Center. Staff said the Referral Center handles a high volume of intake and refers candidates to multiple programs, and that the contract emphasizes continued operation and availability rather than a single placement target.
A motion to amend the contract term for 60 days passed unanimously. Staff said West Hav will be invited back to present a revised scope and metrics at a future meeting and that paperwork and a presentation would be circulated before that meeting.
