Planning board approves major site plan for Broward County's Copans transit operations facility

The Pompano Beach Planning and Zoning Board on Feb. 26 approved a major site plan for the Broward County Copans Transit Operations Facility, recommending the development move forward subject to five conditions from Development Services.
Lauren Gratzert, Development Services, said the project is located at the northeast corner of West Copans Road and the Florida Turnpike, in an I‑1 (general industrial) zoning district. Gratzert said the applicant seeks approval to construct a new 215,800‑square‑foot bus maintenance facility, two 17‑foot guard houses, new bus staging and electric charging areas, expanded employee and fleet parking, upgraded stormwater retention, and landscape work. Gratzert said the project was reviewed by the Development Review Committee four times in 2024 and approved by the Architectural Appearance Committee in January.
Hiran Shah, with Arcadis, the applicant's design team, said the county plans to convert its diesel fleet to electric buses and expand capacity on the 27‑acre site. Shah described a multi‑phase approach in which existing buildings would remain in service while a new concrete maintenance building with a three‑story component and a roof deck for bus parking would be built; the rooftop would accommodate roughly 80 buses with charging canopies and about 100,000 square feet of solar panels. Shah said the existing capacity of about 256 buses will expand to 341 on this site; he said construction is planned for about two and a half years.
A Broward County representative told the board the total project cost is currently planned at about $225,000,000, with Federal Transit Administration funding supplementing county investment.
Gratzert read five staff conditions recommended for approval, including limiting disturbance of existing natural undeveloped areas, redesigning south parking near Building 2 to meet dimension and landscape island requirements, requiring phased projects to install on‑site landscaping prior to the first temporary certificate of occupancy, unifying subject folios as a single development site before building permit approval, and standard DRC/landscape/irrigation/code compliance items.
Board members praised the project's design and employee amenities and asked detailed questions about construction staging while the facility remains in operation. The applicant said buses and some staff would operate temporarily from alternate county locations during phases of construction and that the existing operations building would remain in use until the new facility is complete.
Paul Fisher moved to find that competent substantial evidence satisfied the review criteria and to approve the major site plan subject to the five staff conditions; the motion was seconded and passed in a roll call vote with all members present voting yes.
The board's action clears the site plan for the City Commission process and requires the applicant to meet the conditions spelled out by staff, including unifying the folios and providing required stormwater and landscape documentation prior to building permits.
