Conroe staff seeks rehab of Well 22 and technical cleanup to drought ordinance

Mr. McGuire (city staff) described Well 22, located in the Industrial Park, as a 14-year-old facility whose downhole column piping has sheared; the well has motor activity at the surface but no water production. Staff recommended using a state contract vendor (Weisinger) under the Texas BuyBoard and presented a contract value of $398,076 for the downhole rehabilitation (all downhole components except the motor). Mr. McGuire said Well 22, like other wells, becomes critical in the summer when plant demand rises and recommended authorization to proceed under the state contract.
On the drought contingency plan, staff said the requested ordinance amendment is a technical cleanup to mirror violation amounts in the irrigation ordinance; the fines discussed were $200, $300 and $500, matching the irrigation ordinance values and preventing conflicting penalty schedules between ordinances.
Both items were presented as action items for council consideration; no final votes occurred at the workshop and staff indicated the matters would be brought forward on the action agenda.
