Votes at a glance: Folsom City Council actions Feb. 25, 2025

FOLSOM, Calif. — The Folsom City Council on Feb. 25 took the following formal actions during its regular meeting.

- Consent calendar: Council moved and approved consent calendar items 4, 5 and 7 together by roll call. (Motion passed, roll call votes recorded as unanimous.)

- Resolution 11,330 (Item 6): Council adopted a resolution directing preparation of engineers’ reports for the city’s 30 landscaping and lighting districts for fiscal year 2025–26. Staff explained this is the annual first step in the assessment process and clarified Prop 218 ballot proceedings run separately for districts seeking new or increased assessments. (Vote: unanimous.)

- Resolution 11,329 (Item 8 — TEFRA hearing): Following a TEFRA public hearing, council adopted a resolution approving the issuance of California Municipal Finance Authority (CMFA) tax-exempt revenue bonds in an aggregate principal amount not to exceed $25,000,000 to finance or refinance the 52-unit Harrington Grove Apartments at 791 Harrington Way. Staff stated the city will have no legal or financial repayment obligation; the bonds and repayment are the borrower’s responsibility. (Vote: unanimous.)

- Resolution 11,331 (Item 9 — roundabout design standards): Council adopted new planning and design standards pertaining to roundabouts and directed staff to prioritize detailed engineering for three Riley Street intersections, to pursue grant-readiness and to add a Riley–Wales concept for evaluation if budget permits. The council also directed ongoing analysis of other high-scoring intersections for future grant opportunities. (Vote: unanimous.)
