Legislature waives multiple agenda items, resolves for state funeral and swears in legislative attache

Majority Leader Senator Luhan moved multiple housekeeping actions during the short session; motions to adopt the day's agenda, to delay and to waive listed agenda items were carried without recorded opposition. "Hearing and seeing no objection, motion carries," the presiding officer said after several motions were called and no member objected.
The body approved a motion to delay agenda items 2 through 5 after Senator Rohan spoke. Subsequent motions waived agenda item 6 and later waived items 8 through 13 and 15 through 19. The clerk conducted roll call and the presiding officer announced a quorum was present.
At the session's mid-point, Senator Lujan moved that the legislature resolve into the Committee of the Whole "for the purpose of conducting the state funeral service for the late Honorable Theodore Ted Scambellore Nelson," and the motion carried by unanimous consent. The Committee of the Whole was convened in its formal manner for that purpose.
During the Committee of the Whole, an attending member identified as Tonietta made a "notwithstanding" motion to proceed with the swearing-in of Polymic Chrysostomos as the attache. The presiding officer again reported no objection and the motion carried. Polymic Chrysostomos was then sworn in; the oath included the pledge "to support the constitution of The United States, the laws of The United States applicable to Guam, and the laws of Guam," after which Chrysostomos was administered the attestation and formally seated.
Most items were handled as procedural business with no recorded roll-call votes; the transcript records repeated use of unanimous-consent language rather than individual vote tallies. The session concluded with the presiding officer announcing the body would recess and "begin promptly at 10 a.m."
