The State Government Committee on Wednesday approved HP320, a compilation bill intended to provide a safe harbor for public authorities when advertising bids for public-works projects.
Pro Tem Pringle, the bill sponsor, told the committee state law will continue to require three weeks of newspaper advertisement as the primary notice but the bill allows additional notice channels — including a newspaper’s website, a centralized website run by the Department of Finance, or direct mail to bidders on an existing bid list — so that a failure in one channel does not invalidate a bid opening.
Pringle offered a technical amendment to strike language allowing individual awarding authorities’ sites and to leave the centralized site under the Department of Finance. The committee adopted that amendment by voice vote.
After debate and the amendment’s adoption, the committee approved the bill as amended by voice vote. Representative Bowler seconded the motion to report the bill; committee members said the bill will proceed as amended.
