Committee advances bill clarifying cooperative purchasing for construction materials

House Bill 5-46, a permissive measure clarifying when local governments may use cooperative contracts to buy construction and construction materials, was advanced by the State and Local Government Committee.
Leader Cochran, sponsor of the bill, said local governments already often use cooperative purchasing for competitively bid goods and services but that ambiguity exists about whether construction supplies (such as turf for athletic fields) qualify. "My county just used one to purchase a very large earth mover for the landfill. But where the ambiguity comes in is for construction and construction supplies," Cochran said, explaining audits had resulted when counties used cooperative purchasing for certain construction materials.
Cochran said the bill intends to provide statutory clarity so counties and school systems know when cooperative contracts may be used. A requested public speaker did not appear. The committee voted 18–1 to advance the bill to Calendar and Rules.
The bill now goes to Calendar and Rules, where further questions or clarifications may be raised.
