Placerville adopts Appendix 3 to public art master plan; arts council to staff ad hoc public art committee

The Placerville City Council on Feb. 25 adopted Appendix 3 to the city’s public art master plan, formalizing procedures for a public art committee and designating Arts & Culture El Dorado to recruit and staff the body.
City staff told the council the appendix had been the subject of earlier review; the council had previously adopted the master plan without Appendix 3 in May 2024 because of outstanding concerns. The document before the council this month incorporated changes requested by staff and by the arts community.
Under the adopted procedure, Arts & Culture El Dorado will advertise openings, interview candidates and appoint members to an ad hoc public art committee. That committee will review proposed public art projects, post agendas and notify the public when it meets “as needed” rather than on a fixed monthly schedule. The committee’s recommendations will come to the city council for final approval.
Terry Lamanchek of Arts and Culture El Dorado and public art coordinator Nikki Bennett addressed the council in support of the appendix. “Nikki is a member of the illustrious Bennett family, sculptor family, and she would be the one staffing the committee,” Lamanchek said.
Council members and members of the public asked whether Brown Act requirements or other open-meeting rules would apply. Staff said the body is ad hoc and will not function as a formal standing committee under the Brown Act, but its meetings will be publicly noticed, subject to public comment and its records will be subject to Public Records Act requests. “The work of that group would be subject to Public Records Act requests,” staff said.
Council members also requested and the committee agreed to provide an annual report to the council summarizing activity and recommendations. The council approved the appendix by roll-call vote: Council member Carter, Council member Noe, Council member Yarbrough, Vice Mayor Gottberg and Mayor Clerici all voted yes.
Supporters told the council the plan will help Placerville reestablish public-art programming for downtown and other public lands while keeping final purchasing and installation decisions with the council.
