Liberty High HVAC overhaul funded largely by energy incentives; contractor guarantees savings

Facilities leadership told the board the existing HVAC controls at Liberty were failing and required a substantial overhaul. The district's resource conservation manager and facilities director led a procurement and construction effort. Willdan, an energy services company, construction-managed the controls upgrade and a boiler replacement; the vendor told the board the project also included some piping redesign and other repairs discovered during construction.
Jackson McDonald of Willdan said the upgrade was funded largely through energy incentive programs and that the district will see energy savings going forward. Willdan estimated the building will save roughly $120,000 per year from the improvements; they also said the ESCO contract includes a performance guarantee and a warranty period during which Willdan will monitor energy savings and address comfort or performance issues.
District presenters said the incentives and savings reduced the net cost to the district and that the project was completed without net impact to the maintenance budget. Facilities and the vendor noted monitoring would continue and the vendor will stand behind savings guarantees and system performance.
No formal vote was required at the meeting. The board thanked facilities staff and the contractor for completing the work and noted the project as an example of energy-cost reduction and deferred maintenance addressed through grants and incentives.
