District curriculum staff presented the district's approach for implementing Senate Bill 3, which requires a 0.5-credit personal finance course on high school diplomas starting with the class of 2027.
Rebecca Keith and the teaching-and-learning team said the bill requires a standalone 0.5-credit personal finance course that appears on the transcript. Hillsboro already offers a 0.5 career development credit; staff said that existing district systems satisfy that portion of the law and that the personal finance requirement is distinct and must show on transcripts. Staff presented a cost-neutral implementation plan that preserves economics as a district requirement while meeting the new personal finance mandate.
Under the district plan, students will take a 0.5 personal finance course paired with People and Politics in the senior year. Economics standards that moved into the personal finance standards will be retained through other coursesU.S. History and world history will absorb certain economic standardsso economics will still be taught and still count toward diploma requirements. The district emphasized that licensure rules allow broad options for teachers, and that Hillsboro will deploy teachers with the appropriate expertise; the plan is intentionally cost-neutral and leverages existing CTE/CTE-aligned personal finance courses where appropriate.
The district will pilot personal finance at Hill High School in the coming year because the IB curriculum and schedule allow flexibility. The remaining comprehensive high schools will implement the course in 2026—7 so that the class of 2027 meets the requirement.
This presentation was informational and served as a first reading; the board did not vote on policy or course adoption at the meeting.
Staff noted that the state's personal finance standards were adopted in spring 2024 and that the district worked across administrators and teachers, including across social studies and economics curriculum teams, to meet the new statutory requirement while maintaining a full economics sequence for students who want it.
