HOME grant testing contract: Commissioners approved a professional-services agreement with Affordable Services to provide lead testing, short-term radon testing, asbestos identification, lead paint risk assessment and clearance testing tied to a HOME grant that will rehabilitate five income-eligible homes. Staff summarized the service-pricing table and said that if every listed service were required for each unit the total would be $2,488 per unit. Funds to cover the contract will come from encumbered HOME grant funds and the county’s Act 137 affordable-housing trust fund; staff said units must be completed by 2026 but that federal officials may consider extensions if the county shows progress.
Appointments and personnel: The board appointed Jenny Landis to serve as the county’s representative to the America250PA County Commission; appointed Jim Silber, Kaye Semler and Rick Smeltz to the Board of Assessment Appeals for a three-year term; and approved personnel items including a resignation and retirement notices and the appointment of an intern in children and youth services.
