Board approves Northwest Regional ESD local service plan after presentation on district services

Goldman said 10% of the ESD's state school fund allocation is retained for ESD operations and the remainder flows to member districts either for purchase-back services or direct district use.
The presenters outlined Hillsboro-specific elements: about 37 special-education staff are contracted to support Hillsboro students through the ESD, plus a range of purchased services in special education, technology, early learning evaluations and professional development. Goldman and Russell described the ESD's role delivering early childhood special education, outdoor school programs, regional counselor collaboratives for college and career, and integrated technical assistance for Student Investment Account (SIA) grants and the Student Success Act application process.
In the regular session later in the meeting the board adopted a resolution approving the Northwest Regional ESD 2025—6 local service plan. The motion to adopt the resolution was made from the board and the roll call registered an affirmative vote; the district recorded the tally as unanimous in the official minutes.
Board members asked clarifying questions during the work session about staffing and service availability. ESD leaders acknowledged statewide staffing shortages for specialized roles (for example, speech-language pathologists), saying shortages are more acute in rural counties and occasionally require virtual services or out-of-district placements. The ESD described a co-design process with district leadersincluding superintendent-level votes among the 20 districts the ESD servesto set the plan's menu and core services.
The board accepted the ESD's presentation and later adopted the resolution approving the local service plan as presented. The ESD representatives emphasized that the local service plan covers the State School Fund slice only, while other ESD grants and value-add services are summarized in the packet but are not part of the LSP approval.
The board packet and the ESD slide deck were cited repeatedly during the presentation as the source of more detailed service lists and timelines; board members were told the ESD plan must be approved by the ESD board and two-thirds of component district boards representing more than half of the student population.
The adoption means Hillsboro will participate under the stated allocation and purchase-back arrangements in the 2025—6 local service plan presented by Northwest Regional ESD.
