Board approves multiple professional agreements, contract amendments and three street acceptances

The Indianapolis City Board of Public Works approved a series of professional services agreements, contract amendments and three street acceptances at its Feb. 26 meeting.
Key approvals included a professional services agreement with Struthsberry and Associates, LLC for pedestrian-safety work in Irvington and Christian Park (CW-26-007) with a not-to-exceed amount of $199,900 and an expiration date of Dec. 31, 2027. Staff said the project uses INDOT's Local Public Agency (LPA) consulting contract boilerplate and was awarded funding through INDOT's special Highway Safety Improvement Program (HSIP) call.
The board also approved a services agreement with the White River Alliance for a regional MS4 public education and involvement program (WQ-25-9) for 2025 in a not-to-exceed amount of $154,545, with the agreement expiring Dec. 31, 2027. Shannon Killian, DPW stormwater administrator, described educational materials and outreach items the partnership provides to support the city's MS4 permit requirements.
Multiple contract amendments received board approval:
- Amendment 2 to SD-2362 (Farley and Top Creeks drainage improvements) with Black & Veatch increased the agreement by $9,800 to a new not-to-exceed total of $387,220 and extended the expiration to Dec. 31, 2025. Staff said the amendment covers additional design work and updated rates.
- Amendment 3 to BM11102 with BS Engineering for Keystone Avenue over Howland Ditch and Bailey Creek added $16,550 for a new not-to-exceed total of $308,970 to fund permitting and environmental services, including site work, tree tagging and preparation of documents for the Indiana Department of Natural Resources construction and floodway permit.
- Amendment 5 to ENG21001, the on-call transportation design services agreement with WSP USA Inc., increased the not-to-exceed amount by $820,000 to a new total of $1,820,000; staff said the increase supports several ongoing projects including the Pogue's Run Trail and signal projects, and retains embedded services while the department transitions personnel.
- Amendment 1 to ENG-23-018 (Transportation Inspection Services) with DB Engineering LLC made no change to the $500,000 total but updated subconsultant assignments and rates, replacing Roger Ward Engineering, Inc. with Veterans Engineering and Technical Services, LLC for inspection work.
The board ratified Amendment 4 to contract 20181, renewing the temporary labor personnel services agreement with Keys to Work Incorporated for an additional year; staff said the contract primarily supports field workers, particularly the Solid Waste division.
The board also approved acceptance of three streets into the city system following receipt of as-built materials and certificates of completion and compliance: 0.24 mile for 58 Bar at Central State Section 2; 0.6 mile for Augusta Heights, Phase 1; and 0.46 mile for Bolton Square at Central State.
All items were approved by voice vote with no recorded opposition during the meeting. No substantive public comment or dissenting board positions were recorded on these items.
The meeting concluded with a motion to adjourn.
