Planning staff described the permit as discretionary and said the applicant had accepted many conditions intended to mitigate neighbors’ concerns: events limited to weekends (Friday–Sunday), fully onsite parking with traffic control personnel an hour before and after events, a prohibition on parking on adjacent streets and a limit on hours (events limited to between noon and 10 p.m.). Staff also noted the P&Z Commission recommended approval (4–0) and that the town of Gilbert had expressed opposition in writing on the grounds of introducing commercial activity into a rural residential area.
The applicant told the board he has held private family events while working through permit questions and asked for a five‑year term rather than two years; staff recommended a five‑year review window. The board heard one nearby resident voice concerns about traffic safety on Higley and Fairview, the venue’s parking capacity and alcohol control. The applicant described measures including a dedicated pick‑up/drop‑off flow, no parking on streets around the property, signage and a 10 p.m. hard shutdown.
Supervisor Mark Stewart said the county and the applicant should continue to coordinate with neighbors and requested a year‑end update; he moved approval, and Vice Chair Brophy McGee seconded. The board approved the permit unanimously. Staff said the conditions — including a cap on events (as set in the approval), onsite parking limits and traffic controls — will be memorialized in the special‑use permit file and that the county will revisit the permit at the end of the review period if the neighborhood reports unresolved problems.
