KIRC advances base camp CIP: roof repairs, water piping, heat pumps and painting scheduled

KIRC staff updated commissioners on capital improvements planned for the Kahoolawe base camp under a prior CIP award. Work is staged across several upcoming island accesses with materials arriving to Kihei for transport to base camp.
Dawson, the contractor, has four tasks under the project. Staff said a roof patch-and-seal program began during a recent access and one hut roof has already been completed; the objective is to apply elastomeric coating to reduce heat loading. Replacement of the camp’s plumbing distribution — described as a mix of half-inch, one-inch and two-inch piping with nonstandard joints — is scheduled next, with materials expected to be staged in Kihei and installed during a May access.
Delivery of heat-pump (AC) units is expected in May with installation during the June access. Building painting materials are expected in Kihei in July with work during the July access. Staff also reported that Dawson completed an electrical study and that some transformers date from the 1990s; staff said electrical-distribution improvements will be considered as part of remaining CIP funds.
Commissioners asked procedural questions; staff said work was delayed during an aborted access because of weather but remains on the planned timeline. No formal action was required at the meeting.
