Committee approves budget transfers including $1.5 million to streetcar five-year overhaul; alderman objects to transfer source

The Finance and Personnel Committee approved a package of vacancy requests, position additions and three fund transfers after discussion of details and intent.

Committee files listed multiple vacancy and new position requests across departments including administration, city attorney, fire, library, neighborhood services, police and public works. Committee members asked department representatives about specific vacancies and recruitment plans; for example, Laurie Gallup, residential code enforcement inspector manager, described two full-time residential code enforcement vacancies in Neighborhood Services plus internships used for pre-foreclosure inspections and graffiti response.

The meeting—s more substantial budget action was three fund transfers cited on the meeting agenda and discussed individually. The transfers approved were:

- $958,995 to the Department of Employee Retirement System to cover social security tax and related salary costs arising from reclassifications and wage changes (discussion said the amount ties to higher-than-budgeted salaries and the wage supplement fund). - $395,406 to the Fire Department for a Basic Life Support (BLS) subsidy to private ambulance providers to fund higher-than-anticipated run volumes. - $1,500,000 transferred from the McArthur Square renovation capital account into the Streetcar five-year overhaul capital account to pay for critical infrastructure and mechanical repairs to the streetcars and track (DPW described roughly $1,000,000 for overhaul parts and batteries, $200,000 for a switch, $180,000 for wheel refurbishments and labor).

DPW staff told the committee that the McArthur Square renovation account had available funds because the front-fae7ade/pedestrian access project has been put on hold pending museum decisions; staff also said the transfer would not affect parking revenue. Several aldermen pressed DPW on whether the overhaul needs had been anticipated during budget development; DPW said the full scope of 2025 repairs emerged late in the prior year.

Alderman Scott Spiker noted his opposition to the $1.5 million transfer from a policy perspective and registered an objection when the committee approved the package; the chair recorded the objection but the overall file (item 3) was approved on voice vote.

Committee members asked for more detail on the timing of reclassifications and on the BLS subsidy trend. DPW and budget staff said additional follow-up detail would be provided in the city—s close-out and forthcoming budget materials.
