The committee does not formally approve administrative regulations in the same way it votes on bills; the transcript reflects the cabinet’s presentation and the chair’s statement that, absent objections, the regulation will take effect after the meeting. The record shows no objections raised during the committee meeting and notes that the committee reviewed the regulation.
