The bill provides a statutory mechanism to accept modern used‑vehicle valuation guides after the discontinuation of the NADA guide, which Higdon said had left insurers and clerks without a defined statutory valuation source for totaled vehicles.
Other provisions cited include updates related to Real ID eligibility for nationals from Compact of Free Association countries (for example, the Republic of the Marshall Islands and the Federated States of Micronesia), a cleanup for a State Police pilot project in the statutes and additional clerks’ administrative clarifications. Tabitha Clemens, Grayson County Clerk and immediate past president of the Kentucky County Clerk’s Association, testified that the clerks support the bill.
The committee adopted a committee substitute and a title amendment; by roll call SB 136 was reported favorably with the expression of opinion that it should pass.
